EU’s Von der Leyen: Russian Attacks On Ukraine Infrastructure Are War Crimes

In a speech to lawmakers in the European Parliament on October 19th, Ursula von der Leyen, the president of the European Commission, asserted that under international law, Russia’s missile and drone attacks on power stations and other civilian infrastructure in Ukraine are considered to be war crimes. Von der Leyen added that Russia’s deliberate attacks on Ukraine’s civilian infrastructure, with the obvious intention of denying the Ukrainian people – especially children – access to water, power, and heating just as winter is approaching, are “acts of pure terror”.
