PLA Air Force Project 910 (Part II) – Facilities, Capacity and Network Organization

On July 18th, the Whistleblower Movement disclosed more detail of the classified documents of Project 910, a project of PLA Air Force Command’s underground communication system; the classified documents include reports of engineering construction and the arrangement of multiple construction tasks, such as installation of transmission equipment, and construction of optical cable lines, and integrated wiring installation.

Project 910 includes the installation of transmission equipment, the construction of optical cable lines, and the construction of related supporting facilities for 9 communication command elements in the Air Force’s Liancheng area. The nine optical transmission stations are: 910 transmission stations, 911 Station, Liancheng Hezhi Station, Hezhi Sending Station, Liancheng Field Station, communication network management room, projection monitoring room, and Liancheng Telecom Bureau; among the 9 transmission stations, 5 stations are installed with PCM dedicated line system in Project 910, namely: 910 Transmission Station, 911 Station, Liancheng Hezhi Station, Hezhi Sending Station, and Liancheng Field Station.

The general distribution frame of the integrated wiring installation of Project 910 is the JPX170-F-5000 type general distribution frame produced by Letong Telecom Equipment and Cable Co., Ltd. The wiring cabinet in the internal communication room of the command center is rack-mounted. The main distribution frame and the command center are equipped with the company’s ST0-82C type for test wiring, and the company’s FA8-71C for the security wiring board.

The distribution capacity of the general wiring system in the communication area is produced by Letong Telecom Equipment Co., Ltd.: ST0-82C type (128 lines) test wiring block 3600 lines (6 layers×6 columns), FA8-71C type (100 lines) security wiring bar 4800 lines (8 layers×6 columns), with a value of 700 FA9-58C security units. The distribution capacity of the wiring system in the internal communication room of the command center is 3 wiring cabinets, of which 14 pieces of ST0-82C (128 lines) test wiring blocks are installed on the front side of one cabinet, with a total of 1792 lines, and 12 pieces of FA8- 71C type (100 lines) security wiring bar, a total of 1200 lines, with a value of 3000 FA9-58C security units.

Project 910 underground command post-program-controlled telephone exchange equipment and related supporting equipment installation design, the equipment is selected as ZXJ10B (V10-3.04 version) program-controlled telephone switchboard of Shenzhen ZTE Equipment Co., Ltd., to provide automatic telephone communication services for Project 910 ground command. Project 910 selected the JSQ-31 (V5 version) program-controlled telephone exchange of Beijing Yanxin Communication Equipment Co., Ltd. to provide automatic telephone communication services for the Project 911 sending station. The total capacity of the ZXJ10B program-controlled switchboard system of Project 910 is analog subscriber line 576 lines, digital trunk 960 lines. The capacity of the JSQ-31 program-controlled exchange at Project 911 is 128 analog subscriber lines and 30 digital trunk lines.
