The UN General Assembly Adopts A Resolution Requiring Five Permanent States To Justify Veto

On Apr 26th, the United Nations General Assembly adopted a resolution by consensus requiring the five permanent members of the Security Council to justify their use of the veto. This measure is intended to make veto-holders, the U.S., Russia, China, France, and the U.K., pay a higher political price when using the veto to strike down a Security Council resolution. The measure provides for the General Assembly of 193 members to be convened within 10 working days after the exercise of the veto by one of the permanent states, requiring the veto-wielder to justify its use of the veto and holding a debate on the situation as to which cast the veto.

Nevertheless, the resolution does not mean the abolition of the veto, and the General Assembly would not take mandatory measures. However, the measure predictably impacted the UN’s operational mechanism significantly. It is known that there has been no progress on the reform measures first proposed more than two years ago. Moscow’s veto over the resolution on Russia’s invasion of Ukraine starting from Feb 24th revived the discussion of vetoes of the five permanent members and finally garnered unanimous support.
