U.S. Intelligence Officials Accuse CCP of Endangering National Security

The Office of The Director of National Intelligence (ODNI) of the U.S. issued a report on May 31 that the Chinese Communist Party has engaged in aggressive intelligence collection activities in the United States, threatening US national security. The report also distinguishes the Chinese people from the Communist Party, emphasizing that threatening American national security is not the Chinese people, let alone Chinese Americans.

The report said the FBI, the CIA and other intelligence agencies are acting in accordance with the law and will not collect intelligence specifically for Chinese Americans. The report makes four recommendations to ensure that the intelligence efforts include all Americans’ privacy, civil liberties and citizenship rights are fully guaranteed. Meanwhile, U.S. intelligence agencies believe that while the Chinese Communist Party has falsely claimed that Chinese people should be loyal to the CCP, race or ethnic are not the main condition for recruiting intelligence personnel by the Chinese government.

The potential recruitment of Chinese intelligence agencies, including American businessmen, retired government officials, students, academic researchers, scientists and tourists, has nothing to do with ethnic background. The 2020 National Defence Authorization Act passed by Congress requires that the head of national intelligence must report to Congress on how intelligence agencies’ actions against the CCP affect the privacy and civil liberties of Chinese Americans. The law also determines that the Chinese Communist Party is targeting Chinese Americans for intelligence collection activities.
